16/04 18h - Francesco d'Ovidio - Conservation of 30% of the global ocean for 2030: communication operation or historical opportunity?
The recent COP 15 resulted in the adoption of the Kunming-Montreal Global Biodiversity Framework (GBF) which aims at creating a representative, resilient, global network of marine protected areas over 30% of the global ocean for 2030. Sustained by the adoption of the « Biodiversity Beyond National jurisdiction » UN international legal tool, this initiative looks as a realistic, historical opportunity for protecting one critical component of the Earth system. The open oceans however also represents a domain of growing strong economic and strategic interests, including industrial fishing and food security, deep mining, and geoengeneering. Here I will start by briefly resuming some of key concepts specific to conservation of the open ocean marine environment, in particular the differences in respect to terrestrial ecosystems and related to climate change. By considering the case of France, which claims to have already reached a protection of more than 30% of its waters, I will then present some possible scenarios for the trade-off between conservation and extractive activities, including the risk that the conservation measures deployed in the near future could satisfy the 30% requirement without resulting in an effective protection. Finally, I will discuss the role and responsibility of the scientific community in this process.
